The Cuisinart TOB-40N and the Black and Decker 4 Slice (TO1760SS) are both standard toaster ovens, so they are quite equal in terms of design and usability. The Breville has a slide-out crumb tray and carrying handles while the Black+Decker only has a removable crumb tray.
Their differences mostly come down to size. The Cuisinart actually has a particularly large cooking chamber for a medium-sized toaster oven, which allows for more cooking and cleaning space. Of course, this means that it costs more than the Black+Decker.
The Cuisinart has a very high power draw so it performed better than the Black+Decker in our baked pizza, roasted whole chicken, and baked frozen fries tests. However, this actually hindered its ability to toast bread and made it tie with the Black+Decker.
While it’s difficult for a small unit to have a convection system due to the limited footprint, we can’t see why the Cuisinart don’t have one.
